Intent

Enforce the accessibility contract on every rendered chart and diagram so each carries title, description and a hidden data table.

Acceptance criteria

Ensure every rendered chart carries a <title> and a <desc>
Include a visually hidden data table of the underlying values in every chart
Verify the accessibility contract by test
Reject literal colour values in chart output as a build failure (FIT-016)

Explicitly out of scope

The chart (E31-S01) and diagram (E31-S02) renderers produce the SVG this contract audits

Test plan

Run the accessibility tests and assert title, desc and hidden table presence on every chart

Rollback note

Revert the contract checks; no data change
