Intent

Enforce the chart accessibility contract across every rendered chart.

Acceptance criteria

Emit <title>, <desc> and a visually hidden data table on every rendered chart
Enforce no literal colour values in chart output as a build failure (FIT-016)
Verify the contract by test

Explicitly out of scope

Chart (E31-S01) and diagram (E31-S02) renderers produce the SVG this contract checks

Test plan

Run the accessibility tests and assert title, desc and hidden table on every chart

Rollback note

Revert the contract checks; no data change
