Parent epic: [E18] Public theme selector (#46)

Intent

Render the public theme selector as a client island, shown only when visitor theme selection is enabled and at least two valid themes are selectable.

Acceptance criteria

The selector island renders only when visitor selection is enabled.
The island renders only when at least two valid themes are selectable.
The island stays hidden when selection is disabled or unavailable.

Explicitly out of scope

The preference mutation endpoint (that is E18-S02).
Server-side theme resolution (that is E18-S03).
Owner theme policy settings (that is E17-S03).

Test plan

Component test that the island is hidden when the policy is disabled.
Component test that the island is hidden with fewer than two selectable themes.
Component test that the island lists selectable themes when enabled.

Rollback note

UI-only island; revert the commit. No data changes.
