Intent

Implement the theme selector as a client island that hydrates only where visitor selection is appropriate.

Acceptance criteria

The island renders only when visitor selection is enabled.
The island renders only when at least two valid themes are selectable.
The island lists the owner-permitted selectable themes.

Explicitly out of scope

The mutation endpoint (E18-S02), SSR resolution (E18-S03) and the disable fallback (E18-S04).

Test plan

Component test that the island is hidden when selection is disabled.
Component test that the island is hidden with fewer than two themes.
Component test that it renders the selectable themes when enabled.

Rollback note

UI-only; revert the commit. No data changes.
