Parent epic: [E18] Public theme selector (#46)

Intent

Resolve the visitor's chosen theme on the server before rendering so subsequent requests render the selected theme with no flash of the default.

Acceptance criteria

The chosen theme is resolved server-side before the response renders.
A valid visitor preference overrides the site default theme.
Resolution verifies the theme is installed, enabled and owner-permitted.
No flash-of-default-theme occurs on subsequent requests.

Explicitly out of scope

The preference mutation endpoint (that is E18-S02).
The client selector island (that is E18-S01).
The disable fallback behaviour (that is E18-S04).

Test plan

SSR test that the response markup uses the visitor theme.
Assert an invalid preference falls back to the site default.
Regression check that no default theme flashes before the chosen theme.

Rollback note

Resolution logic only; revert the commit. No data or schema changes.
