Intent

Resolve the visitor's theme server-side before rendering to avoid a flash of the default theme.

Acceptance criteria

Resolution happens before the SSR response renders.
A valid preference overrides the site default theme.
Resolution verifies installed, enabled and owner-permitted.

Explicitly out of scope

The client island (E18-S01), the mutation endpoint (E18-S02) and the disable fallback (E18-S04).

Test plan

SSR test that the visitor theme appears in the markup.
Assert an invalid preference falls back to the default.
Regression check for no flash-of-default-theme.

Rollback note

Resolution logic only; revert the commit. No data changes.
