Parent epic: [E20] Backup/restore (#48)

Intent

Provide a backup procedure/command that documents the database, media, release metadata and extension inventory into a complete, restorable backup.

Acceptance criteria

The backup command captures PostgreSQL, media volume and deployment configuration
Release identifier/image digest and extension IDs/versions are recorded in the backup
Secrets are excluded or regenerated as documented rather than embedded
Logical pg_dump/restore is used as the portable database baseline

Explicitly out of scope

Restoring a backup into an empty installation (E20-S02)
The automated scheduled restore smoke (E20-S03)

Test plan

Run the backup command and confirm every documented component is present in the output

Rollback note

Backups are additive; deleting the backup artifact undoes the operation with no state change
