Intent

Implement the backup command that captures the database, media, release metadata and extension inventory.

Acceptance criteria

The command captures PostgreSQL, media volume and deployment configuration
Release identifier/image digest and extension IDs/versions are recorded
Secrets are excluded or regenerated as documented

Explicitly out of scope

Restoring a backup into an empty installation (E20-S02)
The automated scheduled restore smoke (E20-S03)

Test plan

Run the backup command and verify every documented component is present in the output

Rollback note

Delete the backup artifact to undo the operation; no runtime state is mutated
