Intent

Critical admin and public journeys are keyboard-operable, verified by an automated keyboard journey suite.

Acceptance criteria

Critical admin journeys (login, draft editor, publish) complete with keyboard input only.
Critical public journeys (home, article navigation) complete with keyboard input only.
Visible focus is maintained during keyboard traversal of admin and public journeys.
No hover-only action blocks any critical journey.

Explicitly out of scope

Reduced-motion behaviour (E23-S02) and the focus/semantic audit (E23-S03).
Extension accessibility checklist (E23-S04).

Test plan

Run the keyboard journey suite in CI, traversing each journey keyboard-only and asserting visible focus.

Rollback note

No data or state change; removing the suite is a test-only rollback.
