Intent

Core and themes respect the user's reduced-motion preference so motion is suppressed across the platform.

Acceptance criteria

All non-essential motion is suppressed when the reduced-motion preference is set.
Core renderer applies no motion to themes that honour the preference.
Theme contributions inherit the reduced-motion requirement via the platform checklist.

Explicitly out of scope

Keyboard journey suite (E23-S01) and the focus/semantic audit (E23-S03).
Extension accessibility checklist (E23-S04).

Test plan

Automated check that toggling reduced motion suppresses animation on admin and public surfaces.

Rollback note

No data or state change; behaviour-only rollback.
