Intent

Make core and themes suppress motion when the reduced-motion preference is set.

Acceptance criteria

Core suppresses motion when the reduced-motion preference is set.
Themes respect reduced motion via the platform contract.

Explicitly out of scope

Keyboard journey suite (E23-S01), focus/semantic audit (E23-S03), and extension checklist (E23-S04).

Test plan

Automated check that toggling reduced motion suppresses animation on surfaces.
