Intent

Public and admin extension contributions inherit the platform accessibility requirements, enforced by a documented checklist.

Acceptance criteria

A documented checklist enumerates the accessibility requirements for extension contributions.
Public and admin extension contributions are evaluated against the same checklist.
The checklist covers keyboard, focus, landmarks, labels, contrast, and reduced motion.

Explicitly out of scope

Core-only audits (E23-S01, E23-S02, E23-S03).
Runtime enforcement of accessibility in the renderer.

Test plan

Apply the checklist during extension review and confirm a representative extension passes it.

Rollback note

Documentation only; no state change.
