Acceptance criteria

The checklist enumerates the accessibility requirements extensions must meet.
Public and admin extension contributions are reviewed against the checklist.

Core audits (E23-S01, E23-S02, E23-S03).

Test plan

Apply the checklist to a representative extension and confirm it passes.

Rollback note

Documentation only; no state change.
