Discover the built-in extension manifests at startup.

Built-in extension manifests are discovered at startup.
Discovery enumerates every bundled extension manifest.

Explicitly out of scope

Manifest JSON Schema validation (E02-S01-T02).

Test plan

A test asserts all bundled manifests are discovered.

Rollback note

Discovery is stateless; no persistent data is written.
