Parent epic: [E02] Minimal extension runtime (#30)

Intent

The extension manifest loader discovers and validates built-in extension manifests so the runtime only activates well-formed, uniquely identified extensions.

Acceptance criteria

Built-in extension manifests are discovered during startup.
Every manifest is validated against the manifest JSON Schema.
Extension IDs are enforced as globally unique identifiers.
A manifest declaring an unsupported Extension API is rejected.
A duplicate ID produces a deterministic startup/activation error.
Diagnostics identify the offending package and the violated constraint.

Explicitly out of scope

Extension registry API and minimum registries (E02-S02, E02-S03).

Test plan

Unit tests cover discovery, schema validation, and duplicate-ID handling.

Rollback note

No persistent data; a rejected manifest has no side effects.
