Intent

Reject manifests that declare an unsupported Extension API.

Acceptance criteria

A manifest declaring an unsupported Extension API is rejected.
A manifest declaring a supported Extension API is accepted.

Explicitly out of scope

Duplicate-ID handling (E02-S01-T05).

Test plan

A test covers supported and unsupported API versions.

Rollback note

Rejection is stateless; no partial activation occurs.
