Intent

Implement the ExtensionRegistry API methods.

Acceptance criteria

listExtensions(), getExtension(id), isInstalled(id), isEnabled(id), and getVersion(id) are implemented.
Each method returns the documented result for a known identifier.

Explicitly out of scope

Minimum content-type, block, and theme registries (E02-S03-T01).

Test plan

Unit tests cover every registry method.

Rollback note

The registry is in-memory; no data migration is required.
