Parent epic: [E02] Minimal extension runtime (#30)

Intent

The ExtensionRegistry exposes the public API for querying installed extensions, their enabled state, and their versions.

Acceptance criteria

listExtensions() returns all installed extensions.
getExtension(id) resolves an extension by its identifier.
isInstalled(id) reports whether an extension is installed.
isEnabled(id) reports whether an extension is enabled.
getVersion(id) returns the installed extension version.

Explicitly out of scope

Extension lifecycle, migrations, and persistence (Sprint 3).

Test plan

Unit tests exercise each registry method against a seeded registry.

Rollback note

The registry is code-level with no persistent data to migrate.
