Intent

Prevent publishing when an invalid block is present.

Acceptance criteria

An invalid block prevents the publish action from succeeding
The publish response explains the invalid block

Explicitly out of scope

Duplicate slug returns conflict (E06-S03-T02)
Draft public URL returns 404 (E06-S03-T03)
Publish makes article visible atomically (E06-S03-T04)

Test plan

Automated test publishes an invalid block and expects rejection

Rollback note

Revert publish validation and redeploy previous build
