Intent

Return a conflict when publishing with a duplicate slug.

Acceptance criteria

Publishing with a duplicate slug returns a conflict response
Existing published content is not overwritten by the conflict

Explicitly out of scope

Invalid block prevents publish (E06-S03-T01)
Draft public URL returns 404 (E06-S03-T03)
Publish makes article visible atomically (E06-S03-T04)

Test plan

Automated test publishes a duplicate slug and expects a conflict

Rollback note

Revert slug uniqueness change and redeploy previous build
