Intent

Return 404 for a draft article's public URL.

Acceptance criteria

A draft article's public URL returns a 404 response
Only published articles are reachable at public URLs

Explicitly out of scope

Invalid block prevents publish (E06-S03-T01)
Duplicate slug returns conflict (E06-S03-T02)
Publish makes article visible atomically (E06-S03-T04)

Test plan

Automated test requests a draft public URL and expects 404

Rollback note

Revert public query change and redeploy previous build
