Make the article visible atomically on publish.

Acceptance criteria

Publishing makes the article visible in a single atomic transition
Readers never observe a partially published article

Explicitly out of scope

Invalid block prevents publish (E06-S03-T01)
Duplicate slug returns conflict (E06-S03-T02)
Draft public URL returns 404 (E06-S03-T03)

Test plan

Automated test publishes then immediately asserts public visibility

Rollback note

Revert publish transition change and redeploy previous build
