Intent

Build the admin section list/editor showing each section's type, enabled state and order.

Acceptance criteria

The editor lists each section with its type
The editor shows each section's enabled state and order

Explicitly out of scope

Reorder persistence (that is E09-S02)
Enable/disable toggling (that is E09-S03)

Test plan

Open the section editor and confirm type, enabled state and order are shown

Rollback note

Revert the list/editor change; no data mutation involved
