Intent

Give the owner an admin list/editor of Home sections showing section type, enabled state and order.

Acceptance criteria

The section list shows each section's type
The section list shows each section's enabled state
The section list shows each section's order

Explicitly out of scope

Reorder persistence and rendering (that is E09-S02)
Enable/disable toggling (that is E09-S03)

Test plan

Open the section editor and confirm type, enabled state and order are visible

Rollback note

Revert the admin list change; no data mutation involved
