Intent

Implement section reorder so persisted order and public rendering both reflect changes.

Acceptance criteria

Reordering updates the persisted section order
Public rendering reflects the reordered sections

Explicitly out of scope

Enable/disable toggling (that is E09-S03)
Generic section settings form (that is E09-S04)

Test plan

Reorder sections and confirm persisted and rendered order both change

Rollback note

Restore the prior order via the editor
