Intent

Let the owner reorder Home sections so both persistence and public rendering reflect the new order.

Acceptance criteria

Reordering sections updates the persisted order
Public rendering reflects the reordered sections
The new order survives a reload

Explicitly out of scope

Enable/disable toggling (that is E09-S03)
Generic section settings form (that is E09-S04)

Test plan

Reorder two sections in the editor and confirm persisted order and rendered Home both update

Rollback note

Restore the prior order via the editor; no schema change
