Intent

Implement section enable/disable so a disabled section keeps its settings and re-enabling restores them.

Acceptance criteria

Disabling a section keeps its settings
Re-enabling a section restores its prior settings

Explicitly out of scope

Section reorder (that is E09-S02)
Generic section settings form (that is E09-S04)

Test plan

Disable then re-enable a section and confirm settings survive

Rollback note

Re-enable the section to restore the prior visible state
