Parent epic: [E09] Home administration (#37)

Intent

Let the owner disable and re-enable Home sections; a disabled section keeps its settings and re-enabling restores them.

Acceptance criteria

Disabling a section hides it without deleting its settings
Re-enabling a section restores its previous settings
Public rendering omits disabled sections

Explicitly out of scope

Reorder of sections (that is E09-S02)
Generic section settings form (that is E09-S04)

Test plan

Disable a section, confirm it is hidden and settings persist, then re-enable and confirm settings are restored

Rollback note

Re-enable the section to restore prior visible state; settings are never removed

Owning stream

platform

Risk quadrant

agent-full
