Intent

Implement navigation CRUD for adding, editing, reordering, hiding, and setting internal/external destinations.

Acceptance criteria

The owner can add, edit and reorder navigation items
The owner can hide items and set internal or external destinations

Explicitly out of scope

Site identity editing (that is E10-S01)
Footer configuration (that is E10-S03)

Test plan

Create, edit, reorder, hide and re-show a nav item and confirm render

Rollback note

Remove the added items via the editor
