Intent

Provide navigation CRUD so the owner can add, edit, reorder, hide, and choose internal or external destinations for nav items.

Acceptance criteria

The owner can add a navigation item
The owner can edit a navigation item
The owner can reorder navigation items
The owner can hide a navigation item
Each item accepts an internal or external destination

Explicitly out of scope

Site identity editing (that is E10-S01)
Footer configuration (that is E10-S03)

Test plan

Create, edit, reorder, hide and re-show a nav item, then confirm it renders with the chosen destination

Rollback note

Remove the added nav items via the editor; no schema change
