Intent

Make the footer configurable and theme-rendered, removing prototype-specific strings from core.

Acceptance criteria

The footer is configurable and theme-rendered
No prototype-specific hardware/status strings remain in core

Explicitly out of scope

Site identity editing (that is E10-S01)
Navigation CRUD (that is E10-S02)

Test plan

Change footer content and confirm themed render; grep core for leftover prototype strings

Rollback note

Restore prior footer content and revert string removals
