Intent

Deliver the ExtensionContextV1 type exposing only EPPP-owned narrow services.

Acceptance criteria

Ships ExtensionContextV1 exposing only the documented narrow services.
The type does not expose raw Fastify, Kysely, pg pool, or application internals.

Explicitly out of scope

The manifest contract (E11-S01) and compatibility validator (E11-S03).
Persisting extension state (E11-S04).

Test plan

Type-check that the context surface references only documented service interfaces.

Rollback note

Remove the published context type; no runtime data is involved.
