Intent

Persist extension settings keyed by the extension's namespaced ID.

Acceptance criteria

Stores settings keyed by the owning extension's namespaced ID.
Versions the settings schema independently of core and extension package versions.

Explicitly out of scope

The generic settings admin renderer (E12-S02) and server validation (E12-S03).

Test plan

Save settings, restart, and assert they load back by extension ID with the schema version.

Rollback note

Drop or migrate the settings rows; no core content data is affected.
