Intent

Persist extension settings keyed by the owning extension's namespaced ID, versioned independently from core, so each extension's configuration is stored and retrievable.

Acceptance criteria

Settings are stored keyed by the owning extension's namespaced ID.
The settings schema is independently versioned from the core and extension package versions.
Stored settings are validated before use during extension activation.
Extension setting values are treated as untrusted input and validated at the boundary.

Explicitly out of scope

The generic settings admin renderer (E12-S02).
Server-side validation enforcement (E12-S03).
Persisting extension runtime state (E11-S04).

Test plan

Save settings for an extension, restart, and assert the values load back keyed by extension ID with the recorded schema version.

Rollback note

Drop or migrate the settings rows; no core content data is affected.
