Intent

Ensure no core package can import the Amber theme extension.

Acceptance criteria

Core packages cannot import the theme-amber extension
A dependency-boundary check fails the build on such an import

Explicitly out of scope

Token location, bootstrap reference, and fallback (E15-S02-T01, T03, T04)

Test plan

Run the dependency-boundary test that rejects core-to-amber imports

Rollback note

Remove the offending import and re-run the boundary check
