Parent epic: [E15] Theme runtime (#43)

Intent

Confirm that Amber (formerly the Node theme) is a normal theme extension: its CSS and token values live only in theme-amber and core has no special-case for it.

Acceptance criteria

Amber-specific CSS and token values exist only in the theme-amber extension
Core packages cannot import the Amber theme extension
Default bootstrap references the Amber ID only as initial configuration
Theme removal or invalid configuration falls back safely

Explicitly out of scope

Complete ThemeRegistry operations (E15-S01)
Theme settings and the component gallery (E15-S03, E16-S01)

Test plan

Run a dependency-boundary check that core never imports theme-amber

Rollback note

Move any leaked tokens back into theme-amber; no data migration
