Intent

Ensure theme removal or invalid configuration falls back safely instead of failing.

Acceptance criteria

Removing the configured theme falls back to the core fallback
Invalid theme configuration falls back without an error

Explicitly out of scope

Token location, core imports, and bootstrap reference (E15-S02-T01..T03)
Full theme failure-scenario suite (E16-S03)

Test plan

Runtime test removing and invalidating the theme asserts safe fallback

Rollback note

Revert the fallback change; no data migration
