Intent

Reject non-compliant video files with the documented guidance message.

Acceptance criteria

Reject any file that is not MP4 with H.264 video and AAC audio
Return a guidance message naming the required export settings

Explicitly out of scope

The compliant MP4 publish path is covered by E29-S04-T01

Test plan

Upload a non-compliant file and assert the documented guidance message

Rollback note

Revert the rejection branch; no data change
