Parent story: [E17-S02] Preference service (#124)

Intent

Allow a feature to supply its own schema or policy validation for preference values.

Acceptance criteria

The service accepts a feature-supplied validator.
Invalid values are rejected before persistence.
No theme-specific validation is hard-coded in the service.

Explicitly out of scope

Namespaced key validation (T01) and theme-specific persistence avoidance (T03).

Test plan

Unit test injecting a validator that rejects a bad value.
Unit test that a valid value persists when validation passes.

Rollback note

Revert the commit. No data changes.
