Parent epic: [E17] Generic visitor preferences (#45)

Intent

Provide a generic preference service that reads, writes and deletes namespaced key/value preferences for a visitor identity, independent of any specific feature such as theming.

Acceptance criteria

get/set/delete operate on namespaced keys with validation.
A feature can supply its own schema/policy validation for values.
The service contains no theme-specific persistence implementation.

Explicitly out of scope

Anonymous preference identity mechanics (that is E17-S01).
Owner theme policy settings (that is E17-S03).
The theme selector island and mutation endpoint (that is Epic E18).

Test plan

Unit test get/set/delete round-trips within a namespace.
Inject a feature-supplied validator and assert invalid values are rejected.
Review that no theme-specific types or tables live in the service.

Rollback note

Additive service layer; revert the commit. No schema change beyond the preference table.
