Parent story: [E17-S02] Preference service (#124)

Intent

Keep the preference service free of any theme-specific persistence implementation.

Acceptance criteria

No theme-specific tables or columns exist in the service.
The service operates on generic namespaced key/value data.
Theme features consume the service without embedded persistence.

Explicitly out of scope

Namespaced key validation (T01) and feature-supplied validation (T02).

Test plan

Review that no theme types or columns appear in the service.
Assert the service persists via the generic preference schema.

Rollback note

Revert the commit. No data changes.
