Intent

Implement detection of an uninitialised installation so no normal public authoring assumptions are made before bootstrap completes.

Acceptance criteria

Uninitialised installations are detected reliably before bootstrap completes
Normal public authoring assumptions are withheld until bootstrap is complete

Explicitly out of scope

Creating the administrator account (E19-S02)
The initial site wizard data collection (E19-S03)

Test plan

Start a fresh empty-database stack and verify the uninitialised state is detected

Rollback note

Detection is read-only; no state change requires rollback
