Intent

Implement administrator creation during first-run setup with no default credentials.

Acceptance criteria

The administrator is created using a credential supplied during setup
No default credential is present for the administrator account

Explicitly out of scope

Detecting the uninitialised installation state (E19-S01)
Collecting site name and canonical URL (E19-S03)

Test plan

Complete first-run setup and verify the administrator exists with the supplied credential only

Rollback note

Delete the created administrator row to undo the operation
