Parent epic: [E12] Schema-driven extension settings (#40)

Intent

Make the server the source of truth for settings validation so the admin form is only a convenience and invalid settings are rejected server-side.

Acceptance criteria

The server rejects invalid settings regardless of what the admin form submits.
Validation is enforced server-side against the extension's settings schema.
Invalid settings place the extension in a config/error state with diagnostics rather than activating with bad data.

Explicitly out of scope

The generic settings admin renderer (E12-S02).
Persisting settings by extension ID (E12-S01).

Test plan

Submit out-of-schema settings directly to the API and assert the server returns a validation error and the extension does not activate.

Rollback note

Relax the validation gate or revert the change; no data migration is required.
